Application of POAC at the Rumah Harapan Child Social Welfare Institution (LKSA) Regarding Children's Informal Education in Karawang

Abstract

This study aims to describe the application of the POAC management functions (Planning, Organizing, Actuating, and Controlling) in the implementation of informal education at the Child Welfare Institution (LKSA) Rumah Harapan in Karawang, and its impact on fulfilling the educational rights of foster children. The background of this research is the importance of structured informal education management for orphans and underprivileged children to ensure they receive proper educational rights. This research uses a qualitative approach with a case study method. Data were collected through observation, interviews, and documentation involving foundation administrators, dormitory caregivers, and foster children in six dormitories. The results show that the planning function is carried out through designing schedules and informal learning programs tailored to the children's needs; organizing is reflected in the clear division of roles among staff and educators; actuating is implemented through a family based approach and motivation; and controlling is carried out through regular evaluations, although documentation is still lacking. The application of POAC has had a positive impact on improving learning motivation, character, and religious values among the foster children. The informal education provided has created a flexible and supportive learning environment, despite constraints such as limited teaching staff and learning facilities. The study recommends improving documentation systems and providing ongoing training for caregivers to optimize and sustain the implementation of management practices.
