Abstract

This study investigates the implementation of Management by Objectives (MBO) in the management of Islamic value-based education at PKBM Al-Munawar Jayakerta, a nonformal learning center in Indonesia. The research aims to explore how MBO, a participatory management framework originally introduced by Peter Drucker, can be integrated with Islamic educational principles such as amanah, musyawarah, and ihsan. Using a qualitative case study approach, data were collected through in-depth interviews with administrators and tutors, direct observations, and document analysis. The findings show that MBO contributes to clear goal setting, inclusive decision-making, structured program implementation, continuous monitoring, and holistic evaluation processes. Moreover, the values of Islamic education are embedded at each stage, reinforcing character building and spiritual development alongside academic progress. The study concludes that MBO, when adapted within the ethical framework of Islamic education, offers a strategic model for enhancing educational quality in nonformal institutions. This research provides practical insights for Islamic educators and contributes theoretically to the discourse on integrating Western management practices with Islamic educational models.
